"Grand Theft Auto" developer Rockstar Games is in the process of scouting locations and doing research trips in Tokyo as a preparation for the rumored "Grand Theft Auto: Tokyo" video game.

Reports about a "Grand Theft Auto Game" set in Tokyo have been brewing in the gaming community for several years already. As a matter of fact, these rumors date back as far "Vice City" and "Grand Theft Auto 3," according to Independent.
On the other hand, some reports claim that the "Grand Theft Auto: Tokyo" game will not happen as Rockstar Games is facing some difficulty bringing the game into a different location other than the United States.
A source close to Rockstar Games told Tech Radar that the plan to set the game in Tokyo has been scrapped for several reasons. The report added that one of the reasons the project was canned was the road system which Rockstar Games saw to be problematic. Moreover, moving the setting of "Grand Theft Auto" outside of the US means that the developer needs to make some drastic changes in terms of the game's overall theme.
On the other hand, Rockstar Games' parent company Take-Two Interactive has already filed trademark applications for three "Grand Theft Auto" games way back in 2003. These titles are "GTA: Tokyo," "GTA: Bogota," and "GTA: Sin City." None of the three mentions games actually saw the light of day and was released which eventually led to speculations that the developer has completely abandoned that project.
Rumors about Rockstar Games working on a new "Grand Theft Auto" game is not entirely surprising especially since Two-Two Interactive have already labeled the series as "permanent" franchise along with other highly popular titles like "Red Dead Redemption."
Industry experts claim that it is still a bit early for a new "Grand Theft Auto" game, considering the fact that the last game in the franchise, "Grand Theft Auto 5" was released in 2013 and is still enjoying a massive success.
