So far, there are 4 discovered items that can be crafted using chem fluid reagents which are handgun bullets, burner fuel, first aid meds, and psychostimulants. The bullet requires chem fluid with gunpowder while first aid meds need the chem fluid combined with an herb. The burner fuel, on the other hand, requires it with a solid fuel while the psychostimulant needs supplements with it.
